How to Apply?

  1. Drop off or mail complete application package to PNB with supporting documents (see OPHL Requirements) and fees to any of our branches. Click here to download the OPHL application form.

  2. Upon receipt of the complete application package, PNB branch shall assess the qualifications and credit worthiness of the loan applicant. Evaluation will be conducted in accordance with the bank’s credit standards, taking into consideration applicant’s credit standing and history, capacity to pay and stability of income/employment. If applicant is deemed qualified and property is ready for appraisal, the branch will request for an inspection and appraisal with the bank’s Appraisal Division at the Philippine head office for properties within Metro Manila or Regional Appraisal Units for properties outside Metro Manila.
  3. Once the loan is approved by Head Office, the decision will be conveyed to the applicant in writing.
  4. Upon final approval, loan documentation will be prepared and signed by the borrower/s and/or accommodation mortgagor/s (or grantor/s of collateral), as the case may be. All legal documents for the approved loan will require authentication by the Philippine Consulate. (“Documents that are executed, signed or issued in the United States and intended to be used or presented in the Philippines must bear a consular notarization or authentication, as the case may be, in order for such documents to be accorded legal effect in the Philippines.”)
  5. A deposit (cash or personal check payable to PNB New York) for closing costs and expenses must be made upon submission of duly-signed loan/legal documents to PNBNY
  6. After reviewing the duly-signed loan/legal documents for completeness, PNBNY shall transmit these to PNB Global Marketing Division - OPHL (PNB GMD-OPHL) at head office in Pasay City, Philippines. Thereafter, PNB GMD-OPHL shall issue PNB’s guaranty letter to the seller, developer or current mortgagee, as the case may be.
  7. Upon receipt of the new title in the name of borrower/s and/or accommodation mortgagor/s, from the seller or current mortgagee (letter or notarized deed of undertaking and other pertinent documents, if purchase from an accredited developer), PNB Consumer Finance Group (PNB-CFG) or Regional Credit Administrative Units shall process the registration/annotation of the bank’s mortgage on the new title with the Registry of Deeds where the property is located, obtain all necessary documents and undertake all activities to process the loan release.
